Only a U.S. sitizen might file USCIS form I-129F(Petition for Alien Fiancé(e)) on behalf of a fiancé(e).
U.S. citizens who will be getting married to a foreign national in the United States may petition for a fiance(e) classification (K-1) for their fiance(e). You and your fiance(e) must be free to marry.
The length of time varies from case to case according to it's circumstances. The time it takes each USCIS office and each consular office to process the case varies. From our own experiences, it rangs from two months up to two years for K1 visa. (Depend on which your serivce center you belong to and the length of security check as well as custom clearance. ) Averaging K1 process takes about 11 months.
